GNLU Gandhinagar has invited applications for the post of director until 24 December as GNLU director Dr Bimal Patel will be retiring from his position after serving at the law school for 10 years in two consecutive terms as director.
According to the establishing GNLU Act 2003, terms of directors are limited to a maximum of two consecutive five-year terms.
As per the advertisement published yesterday on GNLU’s website:
Applications are invited for the appointment of Director from distinguished academicians/scholars of law with published works of high quality to their credit with minimum of ten years of experience as Professor of Law in a University; or ten years of experience in a reputed research and/or academic administrative or legal organization with proof of having demonstrated academic leadership. The person possessing the highest level of competence, integrity, morals and institutional commitment is to be appointed as Director and shall not be more than 65 years of age. The Director shall hold office for a term of five years and shall be eligible for re-appointment for a further term only, as per the University Act.
It is understood that Patel’s second five year term as director ended around 2 November, but the notification for a new position was only issued yesterday.
According to an authoritative GNLU source, Patel will continue in the post until the appointment of his successor, according to the decision of GNLU’s executive council.
We have put in a call, message and email for comment to Patel about his plans.
Patel’s term as director at GNLU was renewed for five years in November 2014 following a glowing review commission report that painted GNLU as the picture of administrative effectiveness.
However, observations from the Gujarat high court for the last few years have repeatedly told a different story about Patel’s administration, often calling it arbitrary and unfair.
GNLU does not yet have a political student body unlike other national universities whose student bar associations have recently taken rigorous action against their law schools’ unsatisfactory administrations.

1. Infrastructure improvement: Please compare from 2008 to 2018.
2. Qualifications: Master's and PhD from prestigious university in Europe and experience in international law in Europe. Also Member of Hon'ble Law Commission of India.
3. Very high research output despite busy administrative duties.
4. Assistance from government: Because of Prof Patel's good public relations, GNLU was lucky to receive many grants and projects and get the full support of Shri Narendra Modi when he was CM, later from Smt Anandiben Patel and Shri Vijay Rupani.
5. Improving GNLU's reputation: The biggest achievement was to raise the profile of GNLU as a top law school.
If one is biased one will only see negatives. But kindly tell me how GNLU became one of the top NLUs of India? There may be a few problems, but which NLU does not face difficulties with faculty quality and student problems? At many NLUs there have been protests against VCs, but never any such thing has happened at GNLU. Perhaps you will appreciate the true worth of Prof Patel if you get a new VC who will not be so committed. Please try and remove such negativity and arrogance from your life.
1. You're comparing makeshift facilities until the new campus was built. That's the story of every NLU. GNLU would have had a campus irrespective of Bimpa.
2. Educational qualifications seem rather irrelevant in the face of basic human decency. Give me any other vice chancellor of an NLU who's not qualified for his job.
3. The "research output" is him slaving students out to come up with several research papers which he would compile in a book and stamp his name on it. Wah!
4. Being a well funded college doesn't make you a great one. Universities that constantly suck up to the govt and toe its political line defeat the very reason for their existence.
5. GNLUs reputation comes from its students and alumni only. Students who have to fight a Draconian system of attendance , beg and plead in order to go for moots and other competitions. Alumni who work like their lives depend on it to make a good name for the college in the legal circuit.
Protests don't happen in GNLU because an independent student body does not exist. Protest is not even allowed, and when it does happen it's shut down with threats and intimidation.
Eg. Corruption among faculty and a few students of the recruitment committee was condoned, and students who ratted this filth out were threatened with letters to the firms that hired them saying that these guys are not trustworthy and that they shouldn't be hired.
Thats Bimals 1984esque rule for you Bimal ka chamcha.
Plus, his children grew up in that country, maybe he felt more at home there than in India. Do not read too much into it.
Qualification wise he is not a Law Graduate that is the basic degree required for appointment of any such position
Most of his research are co authored and it was a norm at GNLU that if any faculty wants to publish any book they should keep Bimpa as a co author
100 crores was sanctioned by State Government long back before Bimpa took over as Director and all NLUs receive grants from state government
Reputation is build because of the bright students GNLU got because it was established early before most of the NLUs and if we look at the seniority of institutions and the reputation they have achieved I guess there are many NLUs established after GNLU that enjoy better reputation

Then there was the constant need to make the university conform to the local perceptions of where he is from to the total exclusion of any one else- including a propoganda against non-vegetarian food and non- sanskaari behaviour was quite dangerous. So please take your accusations of "negative campaign", brush it with some realism and come back when you're done accepting favours from Mr. Patel or whoever else that you report to/for.
Oh and the touchy subject- the money. The banned builders, the delay, the low quality of construction and the taking away of moot funding. Where did it all go. The lakhs and lakhs he spent defending himself from university funds for ludicrous stuff he should not have done in the first place. All that money, disappeared (to be polite).
The University has become what it is, in spite of him not because of him.
PS: We all know what happened with the commission's review of GNLU. How reports were suppressed, how favoritism worked, how Bimal Patel would threaten students with expulsion for just not liking them. So please let that be. Don't embarrass yourself. Even anonymously. I've begun to feel bad for you already.
The supposed 'glowing' report mentioned in the article was an outcome of high level collusion. The Committee that submitted the report was a 3 member committee headed by Dr. Madhava Menon.
Dr. Menon had submitted a scathing report, highlighting all the glaring problems within the administration. However, as with most else in this country, anything is possible with the help of political clout, and the report submitted by Dr. Menon was trashed and a separate report was submitted by the other members of the committee and this new report claimed that GNLU was practically at par with IVy League Universities.
What a joke this man's tenure has been, honestly!
Good riddance. May GNLU rise to its truw potential now, under the hands of an unbiased, erudite and capable individual.
Going by what is happening at other NLUs, It may be wise for students to request him to apply, as some political chelas may be eyeing the post.

Also let's stop our obsession with these so called international law experts.This university also needs a proper registrar and not the acting one's which we are seeing since Prof. Gorane left. I think R.K. Singh will be an excellent choice for post of registrar, and possible VC in coming 10 years. He teaches his subject well, has ability to instil discipline and is fair.

He deliberately sat on someone's application that needed his endorsement because he had his own personal tussles with him, leading to that student having to back out from a once in a lifetime opportunity.
Wasn't he a black dot in GNLU administration until sometime ago? Apparently for his actions against a gang of junkies, there was a petition floated around for his removal. Are you the same set that is calling him an asset?

1. The infrastructure at GNLU is among the top 3 NLUs. Much better than NLSIU.
2.No less than the PM of India has visited GNLU, that too on multiple occasions. How many NLUs have seen the PM visit? Has it even happened at NLSIU?
3. A lot of assistance and grants have been given to GNLU by the government Private sector chairs were also established.
4. GNLU is ranked high in CLAT preference. Various students achievements have taken place, like moot, Rhodes scholar etc. Placements are among the top NLUs.
5. The world ranking of Amsterdam University and Leiden University in law is very good. Other VCs just have degrees from Indian colleges, often local colleges. It takes a lot of hard work to get a PhD from a top world class law school.
6. Overall, the brand image and reputation of GNLU has risen a lot.
7. Again, not a single protest has happened by students. It is foolish to say there are afraid, as other NLUs have seen protests and one does not need to fear to protest. This means everyone is happy barring a few, probably because of low marks and frustrations.
You can say what you like, but I have stated 100% true facts where you cannot challenge a single fact. These things cannot happen if the Director is bad. Also, with due respect to Prof Menon, when he set up NLSIU it was the only NLU. When he set up NUJS there was just NLSIU and NALSAR. They had no competition and benefited from this monopoly, so that is why Prof Menon gets a lot of praise. I do not think his criticism was fair, with due respect. Can Prof Menon set up an NLU today and make it within the top 10, forget top 5?
Can BimPa do that? BimPa also benefited from early establishment of GNLU. Open another NLU anywhere else now and make him the head of institution and let's see if he can put it at par with even some of the lower NLUs like NLUO and CNLU.

The above clearly shows his job was just answering telephone calls, he even did not have his personal e-mail ID.
Due to spine less system a person not having LLB degree was giving degree to Law Students. His last job was just of Telephone Operator.

Dr. Patel is an able administrator. I have worked very closely with him, and I can assure that he clearly places student interests at a very high pedestal. GNLU has benefited greatly from the clout Dr. Patel created, which included his personal rapport with professionals across the globe.
In fact, sometimes I am forced to conclude that this smear campaign is a result of Dr. Patel's refusal to pander to lobbying by corporates. He is trying to clear the reputation of NLUs as factories for corporate lawyers and preventing NLUs from going the IIT way, by succumbing to the allure of corporate placements as markers of institutional success.
As far as someone complaining about "slaving" students, I can proudly say you will seldom find an academic supervisor who allows you liberty with research as he does. And students receive due credit for it. His own research speaks highly of his scholarship. Judge him only after you have seen his research for yourself, he is quite an authority on aspects of maritime law, and his work at OPCW was great too. (No, much to someone's dismay, he was not a telephone operator) He was a part of handpicked experts that drafted annexes to the Tallinn Manual. He is doing some really great work in his capacity as a member of the NSAB. That appointment does not come easy. He has rejuvenated international law community in India, picking up from where his predecessor Dr. Mani left. In fact, to discredit Dr. Patel's appointment would be to discredit Dr. Mani. It is ironical how the same set of people who preach about bringing "professional and industrial excellence to academia" are complaining when a known legal expert is brought in. Before someone says that Dr. Mani was a BJP stooge too, please read about him.
Also someone needlessly dragged his son into the controversy because he studies abroad, well the same bunch would cry "conflict of interest" if he were at GNLU, or any NLU.
And allegations of "tyranny"? Enforcement of prohibition of narcotic and psychotropics in campus is a welcome move. I was not very happy with the GNLU that became "Ganja NLU". The calling cops for the "prank" involving firecrackers, was not his decision, it was taken by the faculty concerned who was in the class. While it was not exactly terrorism, it was surely vandalism, and no administration should ideally be tolerating it. You don't expect to break law (alcohol in Gujarat is a criminal offence) and get away with it. Those complaining about it can challenge its constitutionality in the court, as GNLU alums and students have a proclivity to file writs. The outcome would be for the greater good, if it is squashed.
Drs. Mani and Patel have created and nurtured GNLU from scratch, despite inadequate funding from state, they got national and international bodies to help. The GNLU seen today was built by these towering visionaries, with hard-work and dedication. Dr. Mani was concerned about GNLU, and had plans to visit GNLU, even two days before his demise. Please do not insult men with such devotion to an institution, it is cruel.
They were humans too, and as administrators they had failures and successes, to paint one entirely in the colour suiting your narrative is unfair. He is leaving because his tenure is over in accordance to the law, and the degree of scrutiny a routine expiry of term is undergoing is unnecessary.
I have personally seen Dr. Patel go the distance to help students. I have seen him frantically calling his contacts abroad to help a GNLU student get an internship at international organisations. There was no vested interest, he was a teacher seeking the best for his students and his University. In fact, he went beyond his calling once by personally arranging funds for a student who could not afford travel and stay for an internship in Europe.
There was a passing mention of mooting culture of GNLU. I think it would be good for some people to note that the MCC in GNLU is one of the biggest receivers of internal funding.
There are research centres in GNLU, that have been setup and generate quantities of research comparable to independent think tanks. Many of these have MoUs with global and national external bodies. This freedom to research is something that other universities might have failed to provide.
Maybe someday people would realise in hindsight the role that Dr. Patel had in GNLU's growth will be recognised.
P.S. I am a not paid for this. I am not a "chamcha" of Dr. Patel, or of the BJP, or RSS. I eat beef and dabble with Marxism too.
Also, just one point missing in your post You have forgotten to mention that Prof Patel was also a member of the Law Commission, which makes him an eminent jurist not just of international law but also domestic law.

Note that he says DIRECTOR and not VC. This would only mean GNLU or NLIU, but NLIU already has Vijaykumar (unless he heads to NLSIU?).
