Exclusive: Retired Supreme Court Justice AK Ganguly and the vice chancellor (VC) of RGNUL Patiala and the director of National Judicial Academy (NJA) Bhopal, have been appointed to the committee to recommend a new vice chancellor (VC) for Nalsar Hyderabad.
NJA Bhopal director professor KN Chandrasekharan Pillai, and RGNUL VC professor Paramjit Singh Jaswal were formally notified over the weekend that they would be on the three-member search committee constituted under Section 17(iii) of the Nalsar Act 1998.
While Pillai was nominated by the academic council at Nalsar, Jaswal is understood to have been the nominee of the University Grants Commission (UGC).
Pillai, who is director at NJA Bhopal since July last year, is also a member of the executive council of NLU Delhi, whose current VC Ranbir Singh was formerly VC at Nalsar.
Jaswal became VC of RGNUL in February 2011 after a short stint at HNLU Raipur. Between 2008 and 2009 he was chairman of the department of laws, Punjab University, Chandigarh.
Ganguly, who will preside as convenor of the committee, was nominated by Nalsar chancellor and Andhra Pradesh High Court chief justice Madan B Lokur. Ganguly retired on 2 February after handing down the historic judgment in the 2G scam case.
The deadline for nominations for the VC post is understood to be 29 February, after which names of candidates will be forwarded to the committee. Out of those the committee will select three names to be recommended to the Hyderabad university’s chancellor Lokur, of whom Lokur will then appoint one as VC, in accordance with Section 17(ii) of the Act. In November 2011 NUJS Kolkata selected its new VC Ishwara Bhat via a similar process.
According to Nalsar insiders the names of a number of potential frontrunners for the job have already been submitted to the chancellor.
The post of VC at Nalsar was thrown open after Nalsar’s present VC, Veer Singh, resigned to join as director, Chandigarh Judicial Academy. Legally India revealed on 9 February that Lokur was seeking nominations to find Nalsar’s next VC.
Veer Singh’s tenure as VC was officially due to end in mid-2013, he had told Legally India in January.
In early February Legally India had published a report obtained via RTI, which highlighted structural problems in the management and administration of the university.

one thing is certain NALSAR will always be ruled by somebody from outside, there is no competent Law professor from inside apart from Prof. Dhanda. Prof. Sridhar is too inexperienced, Prof. Sarma, Prof Vijendra and Prof. Reddy may not be keen this time and the other professor (Prof. Vivek Anand) is not even from the field of Law as he heads distance eduction cell of NALSAR. I am sure the 3 member panel will choose a very eminent law professor to lead this elite law school
