JGLS hires ‘unparalleled’ 104 new teachers, incl 27 NLU LLBs at Rs 20-40L avg pay

JGLS Sonepat bulks up to 9:1 student faculty ratio

JGLS Sonepat has hired 104 faculty members in its law school starting in January 2020 improving its student-faculty ratio from 12:1 to 9:1, hot on the heels of the the grant of Institution of Eminence (IoE) status to it in September.

More than half of the hires - 72 - are made up of the more junior end of the academic ladder with 38 senior research associates and 34 research associates, which would be roughly equivalent to lecturer designations at national law schools .

The next greatest number of hires has come in with 27 joining JGLS at assistant professor rank (more on these designations and remuneration below).

Finally, at the highest levels of seniority are 3 new associate professors and 2 professors (see details of new hires below).

The new hires put the total number of Jindal Global University’s (JGU) faculty members available to teach at its law school at 328, for around 2,900 law students, according to the university’s press release.

“At a university [and law school] level it has already... 9 is to 1,” said JGLS founding vice chancellor Prof Raj Kumar about the student to teacher ratio, noting that this already far exceeded the Bar Council of India (BCI) minimum requirement of a student faculty ratio of 40:1. “We want to hover around 8 to 9 [to 1 ratios], because this is good enough to pursue our research and all,” he added.

Only five faculty members out of its total of now-328 faculty members at Jindal Global University’s law school had left in the last 12 months, noted Kumar. Law school student numbers would not increase in the next academic year, he said.

The hiring spree follows JGLS’ September 2019 hire of 75 new faculty members, of whom 22 had obtained LLBs from NLUs (as well as former vice chancellors (VC) Prof MP Singh, Prof Upendra Baxi, Prof BS Chimni and BB Pande).

Making the latest hires would enable JGLS to “qualitatively improve the entire experience of students: more research, more faculty engagement,” he said.

Hiring so many faculty members at one law school was “unparalleled in the history of legal education in India”, Kumar added in a press release, which seems a realistic claim, considering NLSIU Bangalore, for instance, recently advertised for only 13 faculty members for the first time 12 years.

New Profs

Prof Sam Garkawe is joining JGLS as a full professor from Southern Cross University in New South Wales, Australia, where he was an associate professor of law specialising in international and national criminal justice.

Garkawe also holds an LLB from Monash University, LLMs from the University of London and Sydney university, and a BSc from the University of Melbourne. Garkawe is also a California-qualified attorney and Australian barrister and solicitor and had worked in private practice, a legal aid lawyer and

The second professor joining JGLS is retired Supreme Court Justice and National Green Tribunal (NGT) chairman Swatanter Kumar, is joining as a “distinguished jurist professor” rather than a full-time role.

Swatanter Kumar was a practising lawyer from 1971 until 1983, when he was appointed as additional district and sessions judge in the Himachal Pradesh high court, and then resumed practice as an advocate in the Delhi high court until 1994 when he rejoined the bench at the Delhi high court, followed by Punjab & Haryana and the chief justice position at the Bombay high court in 2007. In 2009 he was appointed to the Supreme Court as a judge and on retirement in 2012 until 2017, he was chairman of the NGT.

In 2014, while chairman of NGT, he had filed a defamation case in the Delhi high court against several newspapers and a female lawyer, who had alleged that Kumar had sexually harassed her while she had been an intern. As of April 2019, that case had seen 19 hearings and adjournments, mostly to decide on what to do with the intern’s transfer petition to the Supreme Court.

It is understood that Swatanter Kumar’s position as distinguished jurist professor at JGLS would not be a residential or full-time position.

New associate profs + NLU grads

The three new associate professors joining JGLS are:

- Prof Dr Saurabh Jain (NLIU Bhopal LLB, LLM from University of Aberdeen, PhD from Victoria University of Wellington, New Zealand),

- Prof Dr Saumya Uma (NLSIU Bangalore LLB, LLM from University of Mumbai and University of Nottingham, and a PhD from NLSIU), and

- Prof Dr Sandeep Kindo (NLSIU LLB, an LLM from University of Notre Dame in the US, and a JSM from Stanford University and a PhD from University of Wisconsin).

In total 27 of the new 104 new hires, including the above, have LLB degress from Indian national law schools, with five each having undergraduates from NLSIU, NLU Jodhpur and GNLU Gandhinagar:

Tiers & pay scales: Around double UGC on average

Research associates and senior research associate positions at JGLS are approximately on par with lecturer positions at NLUs, explained Raj Kumar.

“Research associates for teaching law subjects are usually faculty members with LLM degrees,” added JGU director HR and chief operating officer (COO) Jitu Mishra. “Senior research associate and assistant professor positions are offered to faculty members who have some industry or teaching experience apart from the LLM degree.”

Meanwhile, associate professors and professors would be faculty members with “substantial teaching and research experience or who have distinguished professional experience in the field of law”, according to Mishra.

Salaries of all JGLS faculty members were “competitive”, “more than the UGC pay scales... decided on the basis of experience and qualification of individual faculty members”, said Mishra, with “research benefits comparable to the top international universities along with comprehensive health and accidental insurance coverage, accommodation near the University Campus, staff development allowance, research grants, research rewards for publications and other benefits”.

Raj Kumar added that while individual compensation levels of faculty were confidential, it was “accurate to say that the average cost to university (CTU) of Professors is Rs 40 lakhs per annum, associate professors is Rs 30 lakhs per annum, assistant professors is Rs 20 lakhs per annum,” excluding research and publication benefits.

NLSIU’s recent recruitment advert for professors under University Grants Commisssion (UGC) 7th Pay Commission bands were around Rs 17 lakh annum, around half the average at JGLS.

Associate professors at 13A pay band would receive Rs 15.8 lakh at NLSIU (again less than around half of JGLS’), while the assistant professors at the lowest pay band would be getting Rs 6.9 lakh per year at NLSIU.

Good that Jindal is recruiting young NLU grads. In comparison, look at the track records of Veer Singh, Ishwar Bhat, Rao, Bimal Patel, Jaiswal, SSS, Dukhpal etc etc. Look at how Sudhir was opposed tooth and nail, and now a lobby is working against Srividhya at NLUD.

In most NLUs, the admin resists hiring alumni because of jealousy and insecurity. They give excuses like absence of UGC NET, lack of seniority, etc. No attention is paid to quality of publications, industry experience, international exposure etc.

The pay bands are not totally correct. Certain assistant professors get more than associate profs, such as those heading research centres or doing deanships/admin work. Also, there are factors like NLU LLB degrees, prior teaching ex at a good law school, publications etc. Also, social sciences profs get lower scales than law profs. There is also a type of reverse racism where foreigners get high payscales. JGLS needs these people because Eminence status and QS rankings are linked to international faculty.

Please note: Majority of "star" JGLS faculty teach soft law subjects like human rights, feminism etc. Not many teach "hard law" subjects.

It is a regular course with 60 hours of teaching and will have 4 credits for the students who compete the course successfully. Professor Pande has given a detailed statement that he is joining Jindal after 6 decades of teaching elsewhere. Let's celebrate the fact that Jindal has recruited the best of minds from India and around the world - all full professors and globally renowned scholars - Upendra Baxi, Shiv Visvanathan, M.P. Singh, B.B. Pande, B.S. Chimni, Ramin Jahanbegloo, Armin Rosencranz, Vesselin Popovski, Eiriksson Gudmundur, Michael Davis, Kenneth Holland, Sam Garkawe and 320 more! If only it could actually have done this without fleecing the students. But I guess that's not possible in this country with the government having no desire to spend on quality education. Private players would end up spending more and charging more. Having said that, you seem to be clubbing all Jindal faculty within the same group. Nothing can be further from truth. There are marquee names for sure like the ones that you've mentioned, but the bulk are still freshers without experience or established research credentials. It remains to be seen how they fare, because chances are that they would have to shoulder the bulk of responsibilities at the university.

Here are the conditions for Institution of Eminence:

- lt should preferably be multi-disciplinary and have both teaching and research focus of an exceptionally high qualitY.

- lt should have a good proportion of foreign or foreign qualified faculty

JGLS students have done phenomenal peformance in various Moot Courts at World Level including Jessup, Willem C. Vis (twice), ELSA WTO, HSF-King's London, Oxford Price, FDI, Stetson, Red Cross, DM Harish, NLS Arbitration etc. At Willem C. Vis, only JGLS, NALSAR, NUJS and NLSIU have ever made it to the Final Rounds of the Willem C. Vis Vienna Moot. Moreover, just last week JGLS was Runners-up in Jessup India Rounds, where we beat almost all NLUs, including the likes of NUJS, NLS, NLIU etc., and had an Oralist in Top-2.

As far as Placements are concerned, Khaitan has hired the most from JGLS in 2020 Graduates as compared to all NLUs. Similarly, overall 60+ students from the 2020 Graduating Batch are all placed at leading Tier-1 and Tier-2 Firms, Judicial Clerkships, Big UK Firms, White & Case etc. Compared to NLSIU which started 23 years before JGLS did, JGLS is doing a better job.

As far as Publications and Undergraduate Research Assistantships are concerned, the sheer number of JGLS students publishing and doing RAships beats all NLUs combined by like four times (should you even consider the top-7 NLUs, i.e. NLS, NALSAR, NLIU, NUJS, NLUJ, NLUD and GNLU, it'd remain the same). One Aditya Vora from the 2019 Graduating Batch and four others in the 2020 Batch having 15+ journal publications can even beat the shit out of Ivy League Faculty in National and International Publications.

Should this post (and this comment) to you (potentially a NLU reader) feel terrifying already, we can go on to cite 100 more examples to tell you how JGLS is superior to all NLUs combined. :)

Moreover, most Law Firm, Litigation or Judicial Interns in Delhi, Bombay and Bangalore are from JGLS. Multiply their batch strength to 15 years. That's a figure crossing 10000 students being Salaried Partners, Settled Advocates/AORs and the like across all fields of law in India. They'll have a presence in aborad as well.

Considering your "reservations" in NLS, NLUD, NUJS etc. etc., we know which institution will be wiped out from all rankings soon enough. :p

While this comment is nothing compared to the efforts of the Editors of this post, I hope that this information I put can give a "reality check" to NLUs and others about the "student quality" at JGLS.

Just one thing. Cite the actual numbers instead of making hyperbolic claims. May make your boast actually have substance. If these claims are accurate, why doesn't your university or your student body actually come up with these stats? Nobody can say JGLS is publicity-shy. Some of your words seem rather immature, such as your claim of intern-partner conversions. And when you talk about 60+ day zero placements, that's still around 10% from your batch. All the leading NLUs have better figures. So, your claims of superiority seem rather hollow at this point. Your students may as well turn out to be very good and even surpass others in future, I can't say. But it hasn't happened yet. So maybe reserve the boasts for now. One thing is for certain, given the fees that your university charges (even after the vaunted scholarships, about which no official stats has ever been provided), it is unlikely to beat leading public institutions in terms of merit based student intake anytime soon.

What he doesn't mention is that there is absolutely nothing in the UGC rules that prevents the NLU administration from hiring good faculty (with research experience/publications/industry experience and good teaching skills gauged through demo classes) who do not have UGC NET qualification yet. They could be given contracts of 2-3 years at a time and given the same salary that permanent faculty get or as close as doesn't make a difference. If they got such qualification during this period, they could be made permanent or their contracts could be extended subsequently. Apart from certain forward-thinking VCs like MP Singh, nobody opted for this route. I doubt Vijayakumar himself is going to do that at NLIU Bhopal either. So crying a river about this is of no use. NLUs weren't meant to stay confined within the limits of archaic UGC norms, but to go beyond those.

I cannot understand why NLIU VC Vijaykumar had made the statement below. It is incorrect and ill-informed and hampers hiring of NLU alumni as faculty. Plenty of profs have taught at NLUs without UGC NET and the government has now made a rule exempting NET for graduates of top 500 ranked QS universities.

Here is the deal with UGC NET:

1) Two categories of colleges do not care about it:

a) Private (JGLS, Bennett etc)
b) Institutions of National Importance with special autonomy (also JGLS, plus also IIT law school)

2) Elsewhere, you a need a PhD from a top 500 QS university to get an exemption (just an LLM won't do).

3) But this rule is not written in stone: plenty of VCs have waived it for people with just an LLM. A well known case is Shamnad Basheer, who got appointed as a full professor when he only had a master's.

4) Unfortunately, many NLU VCs use UGC NET as an excuse to not hire NLU alumni. The NLU alumni do not want to give NET as it is pointless and meant for those from low-quality law schools. Those alumni coming from practice or from abroad even look down it. If you need to take 6 months to prepare for an exam, any NLU alum would rather appear for UPSC.

Corrections: IIT Law School doesn't require UGC NET because they do not recruit faculty without PhD. NET doesn't really require any preparation. It's more a matter of luck. It's not factually accurate that NLU alumni don't have NET qualification in general. Plenty of them do. They may still dislike the exam, but they have cleared it, just in case. The QS thing isn't really necessary, people with PhD from almost anywhere don't need NET in India. What MP Singh did with Shamnad can't be done today without attracting litigation in the process.

The University Grants Commission (UGC) has notified UGC (Minimum Qualifications for Appointment of Teachers and other Academic Staff in Universities and Colleges and other Measures for the Maintenance of Standards in Higher Education) Regulations, 2018, in the Gazette of India on 18.07.2018. As per these regulations, the National Eligibility Test (NET) or an accredited test (State Level Eligibility Test SLET/SET) shall remain the minimum eligibility for appointment of Assistant Professor and equivalent positions wherever provided in these Regulations. The Regulation also provides that the candidates who have been awarded a Ph.D. Degree in accordance with UGC Regulations shall be exempted from the requirement of the minimum eligibility condition of NET/SLET/SET for recruitment and appointment of Assistant Professor or any equivalent position in any University, College or Institution subject to the conditions laid down in the UGC Regulations.

However, the regulation also provides that Ph.D. Degree shall be a mandatory qualification for direct recruitment to the post of Assistant Professor in Universities with effect from 01.07.2021. Further, a person with Ph.D degree from a foreign university/institution with a ranking among top 500 in the World University Ranking (at any time) by any one of the following: (i) Quacquarelli Symonds (QS) (ii) the Times Higher Education (THE) or (iii) the Academic Ranking of World Universities (ARWU) of the Shanghai Jiao Tong University (Shanghai) is also eligible for direct recruitment as Assistant Professor in universities and colleges. IIT law school indeed hires profs with just LLM and without NET. They have also been given permanent tenured positions (examples are Prof Shreya Matilal and Prof Arindam Basu). This is because IIT is not regulated by UGC in the first place. Amazed at how confidently people give BS here.

The person who made that PhD comment isn't entirely wrong. Matilal was given her job long back in 2008 when the school was just starting. Basu has his PhD now. In the last two rounds of recruitments that IIT KGP law school has held, PhD was indeed an essential criterion. Someone I know couldn't apply for that very reason. So the policy might have changed.

Matilal is a he, not she. One or two other profs (now left) have also taught at the KGP law school without a PhD as full faculty. But now the policy has changed because after 2021 no university can hire without a PhD (as per the new UGC rule). In fact, this is possible the reason why JGLS did a mass hiring: to evade the rule.

For jgls, it's all money and no play. Many of their students admit the burden of high fees. Many of their students have interned under me, and most of them were average barring selected few. Money does not make an institution. Jgls is mostly about marketing and if it so good why doesn't any student trade-off NLS for jgls ? It is good for faculty as they get paid well at jgls and only faculty is not enough.

That study was in no way a reflection of the quality of teaching, nor research as such. They had considered four parameters, the number of professors, the number of PhD holders, the student-teacher ratio and the gender ratio. The last two are important indicators, but not of quality of teaching. The first two mean almost nothing in the Indian context. Here people would become professors after spending a certain number of years regardless of their quality. Similarly, while good PhD research is certainly happening, a lot of spurious research, especially among the senior faculty (back when there was no plagiarism check), also exist.

It is my request to Kian and LI to please supply some objective data to solve these perpetual fights over rankings. Students and PR squads of certain college keep writing misinformation here and misguiding law aspirants. For example, a total lie has been spread that a certain NLU has the best faculty, maximum NLU alumni teaching etc. The truth is that most of these profs are either on leave or just give a few lectures. Another claim made is that X NLU or Y NLU does the most research, but not a single publication is cited. Then of course we have recruitment, where many NLUs will give fake data to NIRF.

I hope you are reading this Kian. Please take it seriously as thousands of gullible law aspirants get misguided.

MNLU Mumbai has just advertised for 4 faculty positions, but it is seeking UGC NET. This is totally wrong as those with PhDs are exempt and those with just LLM can still be hired as other NLUs have done so.

Please use the brain cells as you have for a change. The essential qualification is LL.M. plus UGC NET. Everyone knows those with PhD are exempted from NET as per UGC norms and they obviously do not fall under this category. If anyone has PhD, that's a HIGHER qualification and not essential. As for people with only LLM without UGC NET, I challenge you to show a single instance wherein such a faculty member has been appointed as a permanent assistant professor in any NLU in the past five years. Those did happen way back earlier at some places, but these days, all NLUs abide by the UGC norms at least on pen and paper, or else risk litigation, RTI and even student dissent (strangely).

Thanks Legally India and Kian Ganz for this story! With approx 3000 law students and 328 full-time faculty members, JGLS becomes the largest residential law school in India and probably whole of Asia!

Our faculty size is now the largest in India and almost double the size of other leading law schools of Asia like Peking or Tsinghua University in China, National University of Singapore or SMU Law School in Singapore, Hong Kong University Law Faculty, City University of Hong Kong, or NTU or NHTU in Taiwan! I strongly believe now Jindal Global Law School should be compared with law schools internationally!

You have counted NLU graduates in our faculty, but your reporter has missed to see that NINE of JGLS graduates (maximum from any Indian law school) joining as junior faculty members, many of whom I believe, will become committed legal academicians of the future!

Lastly I invite you and your readers to read about the pursuit of scholarship and research by JGLS graduates in my following post, which speaks volumes about our student quality, many of them have actually become Inlaks, British Chevening and Commonwealth scholars in recent past! Cheers.

Your Linkedin post does not seem to provide any concrete number of your graduates who have won these scholarships in course of their pursuit of higher education, as you. Can you provide such numbers for clarification purposes? How many students from your first graduating batch onward have won acclaimed scholarships like Rhodes, Chevening, Inlaks, Commonwealth, Fulbright, DAAD etc.? Just the numbers would do, individual identity or even years of graduation aren't needed. Assuming there have been around 6 graduating batches of approximately 3500-3800 graduates overall since 2014 till date. Another concrete number as to how many moots of national or international repute have been won by JGLS during this period. And a third one about how many jobs in tier one Indian law firms or foreign law firms have been secured during Day Zero in all these years. Just the numbers would do, for transparency's sake.

To those accusing JGLS of lying, I am an alum from the older batches. From the first 2 or 3 batches, one of my friends got the Commonwealth scholar at Cambridge (Kush Makkar), another friend got the Chevening scholarship at Queen Mary (Shireen Moti), another friend got the Cornelia Sorabji scholar at Oxford (Naavya Jannu, now doing DPhil) and at least three were hired by White & Case (Theresa Puthunama, Nisha Raman, Tulika Gupta). Others can no doubt add to the list.

I also suspect that the anti-JGLS comments are actually not from the top 4 NLU students/grads, but those from lower ranked NLUs + traditional colleges + other private law schools. This category has been the most badly hit by JGLS, as their placements and LLM offers have dried up. The top 4 remain mostly stable. Also, a lot of faculty at JGLS are from NLSIU/NALSAR/NUJS, while NLUD regularly invites JGLS profs for events. Furthermore, Madhava Menon has visited JGLS many times. Also, Sudhir Krishnaswamy and VC Rajkumar are good friends (same Rhodes batch) and Krishnaswamy has also visited JGLS numerous times. We also have two former NUJS VCs (Chimni/Singh) and one former NUJS Ford Chair (Baxi). Lastly, some of the NLSIU/NALSAR/NUJS alumni who taught at JGLS were among the most popular with older batch students.

Nobody accused anybody of lying. Why are you getting so touchy when asked to provide stats to back up self-professed claims? To the extent of going ad hominem against the people who are asking those questions? That just seems like colossal insecurity issues. Also, why is it that everytime someone asks about student achievements of JGLS, the response always seems to be made up of mostly parading their faculty strength? You do know those two are different metrics, right? A JGLS official has claimed the university to be at par with foreign universities. He's been asked to provide stats on related parameters. That's a normal enough reaction. Even what you said doesn't really provide even a fraction of stats and especially if one has to compare the law school with foreign universities, then even what you provided isn't exactly adequate considering your huge batch strength. That's a fact. If you are hell-bent on manufacturing a confrontation with certain NLUs (not sure why, since your official already seems to indicate that you are far beyond national institutions now and competing with foreign ones), then do the research to provide the stats about how many students every year are dropping out from NLUJ, GNLU, etc. to join JGLS. The answer would speak for itself.
