Can an Individual in his personal capacity, file a case of Contempt of Court against Government?

Can an Individual in his personal capacity, without the help of lawyer is allowed to file a contempt of court case???
He has already issued a contempt notice to the State Government. Since, he can’t afford to avail services of lawyer, wants to fight case on his own. Can he file the case? If he can, what is the process???
Case needs to be filed at Madras High Court…

Yes why not every citizen has the right to fight his own case first read some ipc sections give affidavit in the court and start argung
