My father has a property. It has 3 floors. G, FF and SF. FF has been sold to a 3rd party.

GF is willed to myself

SF is willed to my sister. She also has the roof rights because at that point there was no provision to construct Third Floor in Delhi but now one can construct 4 Floors.

The ideas at that time was not to give her more rights but to protect the roof being used by FF (which was sold)

Now both my parents are no more and we would like to transfer the property to our names. We would also like to divide the roof rights as the wish of our parents was to leave half the property to each of us.

Please suggest what is the proper way to achieve this and what kind of expense is associated with the same.
