Interpretation of Statutes: Substantive and Procedural Law

Hi,

I am a law student. I want to know how law is interpreted when a conflict arises between substantive law and procedural law. Are they interpreted harmoniously or does one have precedence over the other ? I would appreciate if someone would help me.
