Transfer the Lease (received under madhya pradesh revenue act in vidarbha, maharastra) land owner ship from fatherToSon

Hi,

My grandfather has received land from Indian government under Madhyapradesh revenue code 1954.We have Bhumiswami rights in the plot.

According to the Lease document (Patta), it states as below.

“This site shall be held by him and his heirs and assigns subject to the provisions of Madhya pradesh Land Revenue code 1954”

Below are my queries.

1)I want the land to be on my name, currently it is on my fathers name. As my father is 85+ he cannot look into the land. Do I need permission from Collector office for changing the name.

2) For changing the name can we use partition deed as I have a sibling.

3)The Lease document does not have purpose of the land except the BhumiSwami rights, can I use the land for commercial purpose like shops,hall for offices. If yes then Do I need permission from Collector office.
