I am retired central government employee and background of my case is that I had landed huge amount to one of my known fellow way back in 2010-11 who had mortgaged three pieces of land located in different location in return for money. Recently he has started avoiding my demand for refund of money. On further inquiry, I found that 2 piece of the land he has mortgaged with me belongs to government and another one he has sold to some third party without my knowledge. I had filed a FIR against him in the month February 2013. However, police has been dragging its feet on the matter and meantime this fellow has applied for anticipatory bail by submitting Cheque amount worth 5,00,000 as proof claiming that he has paid that money to me. He has claimed in the court that he paid the money in cash and has gotten back the cheque with my acknowledgement handwritten on the backside of the cheque stating that I have received cash money from him and hence returning the cheque. My signature on the cheque is completely forged.

On further probing with the local police, I was asked to submit sample signature with the local police and they said they will send it handwriting expert for verification. I am serious doubts on the way police is doing investigation. They has taken my signature on white paper and asked me to write some sample sentence.

I am not sure what action I can take to bring this person to justice. I would like to avoid taking the matter to court since I being old cannot afford to pursue court cases. Please do suggest how can I take action in this matter.
