Providing Documents against RTI query

Sir,

I work in the contracts department in my firm. During the course of my work, I have to evaluate the offer submitted by the bidders. The bidders are qualified on basis of the pre-qualification documents which they submit along with their offer.

Now, if a person/firm say X, files an RTI and asks us to provide the document which another firm Y has submitted, can it be provided?

Wouldn’t provision of any documents related to firm Y to firm X be a breach of confidentiality, if the consent of firm Y is not obtained first?

Please enlighten.

Isn’t RTI only applicable to public bodies?
