Is there a provision for asking the hon court to decide only on merits of the records ?

Because decision are mostly based on records provided only, the Arguments part can be done away with in all cases, except when absolutely necessary. Arguments are enormous waste of time, apart from giving pastime/entertainment to other litigants and spectators.

Secondly, if there is a litigant, who is not interested to argue, but only want the hon. court to decide it on merits as per the records provided, can he write so to the hon High Court?
