I need some help

I was alloted a industrial plot measuring 250 Sq Mts in Gurgaon by HUDA in the year 2000.I paid in full as per payment plan however due to non construction in specified time plot resumption notice was given to me by HUDA. Case is now pending with HSIIDC ( appellant authority ).

Due to ill health(Alzheimer) I want to authorize my husband legally to deal with this matter. What all documents (which are legally approved Like POA ) should I submit and is it mandatory to have it registered in court.

Please also let me know the link and the clause number or govt website wherein I can check this info by myself.
