Land property Construction

Hi,

I am located in secunderabad and my neighbour wants to construct his piece of land.

Problem: He has owns land on both left and right side of my property. He has constructed right side of his property from underground. Now he wants to construct left side of his property also via underground, i fear it may damage my property which is of 3 floors.

I require to know is there any rule/guiding policy on which i can ensure he does not damage my property and if he does what is the course i can take it.
