If a Public Authority has a tendency to inflict penalty without taking into consideration the party’ s reply to the show-cause notice and keeps issuing show-cause notices on disputed matters, can Arbitration be demanded/sought for as per the Agreement when an Arbitration Clause is present? In other words, if a subject matter of the show-cause notice is disputed/controversial, can a party ask for Arbitration? Thank you
