Can builder ask for administrative charges for issuing duplicate reciept?

Hi,
One of the receipts toward the payment of my flat is misplaced. I would need the same to for disbursement of laon from bank. However to provide a duplicate receipt the builder is asking for :
1. Police FIR
2. Declaration cum Indemnity
3. Administrative Charges Rs. 2k
Not sure if all this is fair considering i just need a printout for of duplicate receipt.
Please suggest.

Your builder seems to be an opportunist. Certainly not fair. Perhaps you can show the bank your bank statement reflecting the payment made. Another option is to write a letter to your builder formally asking him for a duplicate receipt, and request a written reply from him where he makes the above demands. You can show the bank your letter and reply. The builder’s reply will be circumstantial evidence to show that you have paid the amount to the builder.
