My question(s) - What is the proper method of writing for conference papers in India? Is a paper only selected for presentation or can a paper be selected for conference but not be presented (only published). How does one have to present the papers?

Please someone be kind enough to help me out. I come from a not-so-popular law school and my seniors seem to know nothing about this.
