I have a flat with possesion on 1989, but buider did not complete sale deed activity at that time. Now I want to do that deed, but I want to know that the stamp duty & registration fees will be as per 1989 or todays rate?

I read yeasterdays paper that I can do the deed with the rate of 1989 only if I have possesion certificate of that date.
