owner harrasing tenant

a person staying in a flat from past 7 yrs. there is no agreement or legal bond stating any conditions. the rent has been paid regularly.
now the owner is harassing the tenant saying that rent has not been paid for 2 yrs & asking the tenant to prove by showing any proof or reciepts. the tenent has been paying the rent & not taking any reciepts as the owner had said it will cause tax problem to him.
what can the tenent do now.
the owner has also been spreading rumours in the building that the tenet is not paying rent & asking the management to cut the water & electric supply.

simple, ask him to show that you are staying in 7 yrs and ask him to show that he had paid last 5 yrs rent.. he has to provide receipts and you can tell that u have paid extra and show your recetips. if he is cheating you.. u can also do another things..
but 1 princple in mind.. Resespo ispotor,, ( the thing itself proves),
you have following remideis.
1-you can give a writeen notice and vacate
2- move to court and tell them that he is harrasing you..(private harassment)
note: every state has its own rules regarding rent control act.. hence i can’t give more detials.
