Legality of Development and Infrastructure charges asked by builder

My lawyer friends,
Need your help on this one. I have bought a flat in Thane and before we can get the possession of the said flat, the builder has asked us to pay them around Rs.2,90,000 as infrastructure, development and other misc. charges. Please note that we have already paid for the flat. Please do let me know if such charges are payable by us? If yes, is there any limit/ceiling on such charges that the builder has asked for? Thanks in advance.
