In case of procedural delays by a public authority, the indirect result of which results in some losses, can what remedy does a private party where damages are claimed from it?

Case involved procedural delays by provident fund authority as a result of which claims not realized in time. Private body which is a trust claims that procedural delays caused such claim delays. Now the Regional Provident Fund Commission is asking for interests for delays.
