How do we define paying guest as per Indian Law.. or if applied in Chandigarh.

I have few rooms available rented to working girls.. without food or other facilities.

Will it be considered as PG or Rented accomodation.

As the PG’s are banned in Chandigarh for small houses, how do I keep my self safeguarded considering them as tenants rather PG.
