under section 2(d) of consumer protection act, 1986

any person who

1. buys goods for consideration

2. avails services of consideration

will be a consumer.

under section 2(m) of the same act defines person which includes:

1.a firm wheather registered or not

2. a hindu undivided family

3.a cooperative society

4.every other association of person wheather registered or not.

therefore housing societies can be a consumer too.

there are no cases in sc regarding this matter
