as in milap chandra jain and others v. state of u.p. and others

high court allahabad gave decision daying that ” the u.p. urban building ( regulation of letting, rent and eviction) act ,1972 is unconstituitonal and invalid i.e. court said that its is ultra virus of the constitution of india. and directed that state is to consider the matter in the light of observations and to redefine the ” standard rent” or “fair” in accordance with the model control legislation publshed by govt. of india in july, 1992.

so i want to know tha t any further implemantation is being sone , if done then what. to make the u.p rent control act constitutional
