Blood Banks which cater to hospitals and also to other patients whether will be within the purview of ESI Act ?

ESI Act is a special act and covers only industrial workmen. It does not cover blood banks in their capacity as an organisation irrespective of the fact that they supply blood to hospitals or patients.
