Blogger's liability for online defamation

Mr X is a blogger. Recently, he made a post on his blog making some objectionable remarks against one of my friend and his parents and few others. Is online defamation is an offence in India ? If so, what legal action can be initiated against the blogger for this offence. Is there any law, provision, sections to deal with such a situation? Is IT act 2008 sufficient or any provisions of IPC can also be invoked?

Legal action under section 66 A of IT Amend Act 2008 besides proceedings could be initiated under section 499/500 of IPC could also be considered. But convictions under ITAA 2008 so far has been very low.
