Plastic water tank Installation in the flat

Section 381-A of the BMC Act states that any new well, tank, pond, cistern, or fountain shall not be dug or constructed without the commissioner’s permission.
In view of the above would installation of a plastic water tank in the flat (loft) be a violation of the Section 381-A of the BMC Act.

Believe that the above law does not specifically bar storage of water and the containers for the same maybe it is drum or for that even your flush tank in the toilet-all are storage tanks of small or large capacities.
In any case if this is a violation, how is this to be rectified.
