I am working on a report which deals with offshore construction. I have some questions relating to that.

1. If a land area near the beach is reclaimed, then does that land belong to the central government or the state government?

2. Who has authority to construct buildings in the sea inside the sea borders of the country? Can the state government construct a statue of liberty kind of a thing without taking permission from the center? or only the centre can construct it ? I personally think Entry 36 of List III of Schedule 7 gives the state power to construct. I am not sure. It would be great if anyone could confirm it.

I want to know all the legal aspects involved in offshore construction and also who will be in control of it, the central government or the state government.

It will be a huge help. Prompt and detailed answers would be nice.
