The Supreme Court Bar Association (SCBA) has ordered all Supreme Court advocates’ clerks to wear a uniform of “sky-blue shirt and navy blue trousers” while also being coached to keep out of the aisles in the court room and clear the space as soon as possible after court appearances.
In the notification dated 30 May 2014, the SCBA resolved:
It is noticed with concern that clerks of Advocates, also occupy the aisles, leading to huge inconvenience to the lawyers. It was unanimously decided that any clerks of Advocate-on-Record, Senior Advocate, or Junior advocate, who want to enter the court room for helping / assisting their advocates must be coached by the lawyers not to occupy the aisles in the court room and move out after keeping the briefs/files/giving appearances.
It is also decided that all the clerks who need to enter the court rooms should wear the uniform, which will be sky-blue shirt and navy blue trouser. It was decided that this will be implemented from 30 June 2014 on the reopening of the Court after summer vacation. For the convenience of the members of the bar, cloth from the reputed mill and tailor will be made available in the court premises, during vacation (as per the space and time fixed by the SCBA). All clerks be required to display the identity card/proximity card showing their name and the name of the advocate whose clerk he is, inside the court room.”
The SCBA has referred clerks to a tailor, who will be available in the SCBA Arbitration Room from 9 June to 13 June between 11am and 2pm to stitch the uniform at a cost of Rs 990.

As for advocates welfare- i think they make enough to take care of their own welfare. Surprisingly, "clerkage" that is charged on those exorbitant counsel invoices- it hardly ever goes to the clerks who in fact are the backbone of any successful advocates practice. Try juggling multiple dates and matters yourself.
