Worst part of such acts is: that it results in tightening of security, resulting in lots of inconvenience and harassment to public, continuously reminding about waves of terror for long.
The US has successfully implemented drastic measures after 9/11 and not suffered a single terrorist incident in ten years.
I'd rather have enhanced (and effective) security measures to prevent "waves of terror" rather than be the next victim.
No pain, no gain.
