Found OP's argument on 'merit list' quite insightful: it really is a weird choice of words. What would be wrong in calling it 'non-reserved list', for instance? Merit list does have inherent in it the idea that anything that's not merit list does not involve any merit.
Would it be fair to say that the question should then be, who has become a 'top senior'? The star of Arvind Dattar, as pointed out below, seems to have been rising, for instance. There must be some others too who have broken into the top tier?

Doesn't he clearly mean joining the judicial service via the various judicial exams route, rather than young lawyers becoming high court judges immediately?
