The argument against: It makes you look like an arsehole to both sides.
The catch: Neither is necessarily totally wrong.
Now, your idea can either backfire or work - if the place does not care about interns, you wouldn't have gotten a PPO anyways. But if it does, and you are someone who they see as someone who works hard, is intelligent, and would be a great addition to the team - they'd match the offer. Otherwise, they wouldn't care. I also hope these are litigation places/chambers and not some donkey work like mergers or corporate work in a law firm
However, if your existing PPO is from a better firm, it will be taken negatively.
They'll either think:
(i) you already have another offer and not take you seriously; or,
if you tell them you want a PPO from this firm because you "deserve better",
(ii) you are over-entitled and/or disloyal and not take you seriously.
It's better to just do the internship on merit without other baggage and accept the outcome.
