Election results will be announced on 4th May. Just declared by EC. So wait until then before saying anything.
vc always has the first say, for EC to overrule VC it requires to show that there has been procedural or financial issues, which is very difficult to show unless its obvious, so VCs also usually have the last say as long as they have some minimal competence

nothing is going to change, everything depends on the VC, if there is a strategic vc like MP Singh even strong EC can be bypassed, when there are laggards even a weak EC can dominate, it really depends on the VC not the EC
