MPS did bypass EC and not always for right reasons. But he finally got felled by the EC. Same with NKC. EC is never bypassed. It supports the frontman as long certain equations run smoothly.
I guess the original query wanted to probe whether CM (now as the state law minister) will attend EC or make a big announcement and whether it will involve some trade off, for example a North Bengal campus etc
Asansol got cancelled by DD long bfr OVN took over. Maybe Ghatak has sensed his impeding departure and wanted to dash in the second campus approval
As and when Grassroot returns and CM Kindness decides to open a campus in North Bengal, do you really think OVN or EC will or can go against that wish/whim?
Just go back in history and check how the NUJS Amendment Bill wa legislated. EC had no prior info or discussion . Univ bypassed completely.
