Hey, could you explain a bit more? Like, what exactly should go into the email? Any suggestions on how short or long it should be? Also, how much should one focus on the partner/firm's work vs. their own relevant experience? Also, any other tips?

Harassing!!!! Wow! Bhaisahab apki bhasha shaily se aap katayi koi T1 partner nahi lag rhe hain! Law students pretending to be T-1 partners! HAhaha! Get in the field first then comment, please!
Instead of harassing T-1s why don't you start at a T-2 or a boutique firm that will allow you to jump to a T-1 later. You have had a hard time but so have many others. Take something you can get and prove your self esp in front of partners from other firms.
Don’t just cut copy paste template and send. Research about the partner who are writing to and see the kind of work their team undertakes. Be specific and you are sorted.

I got all my 3 tier 1 internships through cold emailing.

I got all my jobs offers through cold emailing except the one right after college.
First actually develop HR processes that work before lecturing on what is or isn't "entitled"! This looks a lot more like "[entitlement]" to me than any kid with a good grade and profile cold-emailing someone!
I got an internship and thereafter a PPO after I cold-emailed this very generous partner at a tier-1 firm.

Maybe ask your HR to be a little more proactive and nobody would flood your emails. Desperate times, desperate measures.
