I get a request for an internship every single day and a request for a recruitment once a week on my email. Even if I wanted to consider canditates through cold emails, its impossible to consider them because of the sheer volume of request that come.
I dont think cold emails to persons whose emails you got from the firm website serves any purpose.

Now coming on point to meet at a conference, very humbly, do u even realize that the chance to approach a partner at a conference is rare plus these conferences where partners like yourself participate are paid ranging around INR 25K-30K K which is a junior's monthly pay in most chambers!
Internship factor: people do not always have the best lives academically - I can talk for my own self- female, 27. coming from traditional middle class family, did my undergrad in commerce and law from a Tier-2 college at a Tier-2 city- applied to numerous internships to get a single opportunity at a T-1 to pave my way through, but did not got one!
Did various internships at T-2s and other boutique firms, took various assignments on freelance basis just to learn the work! however am still struggling to find a decent T-1 job. Now tell me what would you suggest:
1. I did not had the best childhood
2. my parents were not supportive
3. I do not come from a Tier-1 college or an NLU for that matter
But, I know the law, I have acquired decent drafting skills and research skills! Good at English. Have argued 5-6 matters in my 2.5 years of experience, and gained favorable orders mostly.
I got all my jobs offers through cold emailing except the one right after college.
Sorry to say this, but you sound as if students send cold mails purposefully to annoy the partners. NO, we do not. Some of us just don't have any other option.
