No, it could simply mean that there editor has other pieces to review too (or maybe some other commitment). Usually if the blog is of decentish quality (by decent I mean a well-written piece with comprehensive coverage) it passes the first round of review easily.
if it's taking them longer than a week to get back does it indicate that it is being seriously considered?

NLUD doesn't even have decent corp faculty interested in teaching them.

what? i have found them extra selective. got rejected twice for 2 different submissions, one of which was later accepted in icl
They tend to be very detailed with their reviews and feedback. Usually reasonably prompt but does not have an expedited review option for contemporary pieces.
NUALS Law Journal is great tbh. I have heard that the editorial board always provides great reviews. So regardless of whether you get your piece published, you'll surely get good feedback to improve on.
CBFL does not put up quality, you can publish stuff easily.
They are one of the better NLU law reviews. They publish regularly and are quite responsive. It's a pretty good place to send your blog to.
Dk about NUALSLJ, but check out LSPR (not corp focused, but open to everything), CBFL NLU-D, etc.
