1) For removing UGC NET as a compulsorly eligibility? - If so, they are violating the UGC guidelines!
2) UGC is the Apex Authority of Higher Education in India? - How can a Private University like IIULER can override the "Minimum Eligibility Criterias for the Appointment of Assistant/Associate/Professors in India?
3) If IIULER does so, are you supporting an Institution who violates UGC guidelines and dilute the "basic eligibility " criterions?
4) Do you think that, if UGC NET is not mandatory at IIULER, whether the said Faculties who is being appointed "atleast " get the UGC Scale of Pay?
5) If IIULER is diluting the Appointment procedure by UGC, how can you support that?
6) If IIULER does not have any ethics to dilute Assistant Professorship, what's their Logic behind barring one-year LLM (even UGC NET qualified candidates) from applying to the post?
Make some legal points!
1) IIULER in their Recruitment Notification mandates that the candidate should meet the "Eligibility Criterias stipulated by UGC" - It means UGC NET is the minimum qualification! From where did you get the information that IIULER does not mandate UGC NET compulsorly?
In reality, IIULER is not owned by BCI - It is owned by the BCI Trust - PEARL FIRST established on 2020 as a Public Charitable Trust under the Delhi Registration Act. BCI Trust - PEARL FIRST is an INDEPENDENT and AUTONOMOUS BODY and is not a part/unit of BCI (Refer BCI Notifications in their official website)!
Nowhere in the website of IIULER discloses the said thing. Moreover, they did not mention that it is a PRIVATE UNIVERSITY established under Section 2(f) and they are not getting any fund from UGC/government under Section 12(b) of UGC Act!
NLUs, IIULER, Symbiosis all are using
1) India International University of Legal Education and Research (IIULER) Goa - PRIVATE UNIVERSITY - Section 2(f) of UGC Act
2) Symbiosis International University - DEEMED TO BE UNIVERSITY - Section III of UGC Act
3) OP Jindal Global University - PRIVATE UNIVERSITY - Section 2(f) of UGC Act
1) Central Universities - Established by the Parliament of India
2) State Universities - Established by the Act of particular State Legislatures (All NLUs are included under this)
3) Deemed to be Universities - Section III of UGC Act - If they get Government/UGC aid/fund, it will come under Section 3 + Section 12(b) of UGC Act - Deemed to be Universities will not have their own Act. They will follow UGC Act of 1956
4) Private Universities - Section 2(f) only of UGC Act - Private Universities will have their own Act passed by that Particular State Legislative Assembly
All NLUs will not get Government/UGC Fund. So, some NLUs are passed by the State Legislatures only under Section 2(f) which depicts it as a "University" - Some other NLUs get Government/UGC fund, those will come under Section 2(f) + Section 12(b) of UGC Act
IIULER is not a National/International University. It is just a Private University under Section 2(f) of UGC Act which is passed by the State Legislature of Goa under Act No. 16 of 2021 (Goa Legislature) - IIULER does not get any aid from Central/State government and will not get Government/UGC Fund under Section 12(b) of UGC Act

Don't worry about the time I spend here. As a Post-Doctoral fellow, I get sufficient time to manage my studies, teaching and time spending here. So, if you are having answers to the correctly pointed out 9 Questions regarding IIULER, please answer!
2) All are humans! Anyone can "change their attitude" (People will not be static but dynamic in nature) - Anyway, why are you "generalizing" faculties? - May be the Faculties which you are referring and I am pointing is different!
3) Academic Integrity and Academic Ethics if free from "Personal Grudge" - I am raising the points with Proof - You can cross-check the same (By looking into the Website of IIULER or File an RTI to BCI)
4) Faculties must provide "support" to get ID Cards and Remote Access - There is no Registrar, Controller of Examinations, Director, Joint Director, Pro-Vice Chancellor, Public Relations Officer etc at IIULER. Even there is no PhD Coordinator. So, to whom Students will raise their concern? It's the Teachers. The faculties over there must take initiative to provide such things! (I don't know whether you are a faculty or not, if yes, try to understand the Role of a Teacher is not limited only for teaching! They must be the students pillar of strength, support and raise voices for them) - Moreover, IIULER is charging India's Highest Fees (LLB - 12 Lakhs, LLM - 10.5 Lakhs, PhD - 1.4 Lakhs all including Residential Charges except PhD) - So, why can't they atleast provide Remote Access Database, a good Library facility or at least ID Cards! - I Hope the Point is clear for you!
5) It will be a great help if "you can direct who is the Admin/the person to whom issues at IIULER be raised (Since, you are having a very good friendship with the Faculties!)
6) So, are you stating to file complaint against your Friends (Faculties at IIULER)?
7) Who said you that I have joined IIULER? Can a Legal Academician like me can observe these things from outside? (Its your personal judgment that I am a student at IIULER!)
8) The people who responded to you that IIULER is run by BCI Trust is wrong (Partially) - It's run by BCI Trust - PEARL FIRST (established in 2020) - It is an INDEPENDENT and AUTONOMOUS BODY and is not a Part/Unit of BCI - Please check the BCI Notifications or file an RTI to BCI and UGC - You will get the answer (May be the People whom you know is also deciving you! That's what I am saying, they are just deciving everyone!)
9) So, please make arguments after checking the Fact - GO with the ORIGINAL and BE the ORIGINAL!
1. In the U.S., there is no such thing as a PhD in law being a 'terminal degree' for U.S. lawyers (i.e., those who have a JD from there). The S.J.D. many unis have is a doctoral degree designed for foreign lawyers who will become academics in foreign countries. Most S.J.D. graduates aren't recruited by U.S. law schools, even those with fancy UK degrees. The JD is a 'terminal degree', as it is done as a graduate degree. Many legal academics there have PhDs in other disciplines before doing a JD, or work towards a PhD in something else (e.g., history, philosophy) while pursuing their JD.
2. You mentioned scholars such as Shubhankar Dam. It is true that there are such people, but they are becoming increasingly rare in the UK, especially at senior levels (at least at the so-called 'Russell Group universities'). A PhD is increasingly a requirement there, and it's very hard to be recruited as an academic these days without one, so much so that an academic there once described the practice of recruiting people to senior positions who didn't have a PhD as being something 'done in a bygone era' (again, at least at the RG unis). To note, there are some genuinely good academics in the UK who, despite completing PhDs - and having very fancy graduate degree combinations on their profile (e.g., Columbia LLM + Oxford DPhil, Oxford BCL and MPhil + Cambridge PhD in Law), and despite being awesome researchers and teachers, are still struggling on the bottom rung of the promotions ladder there. Also of note, I think you would find that many of those without a PhD who are from a previous generation have a very strong (i.e., academically the type that would suck the blood out of you, and reputationally very strong) master's degree, such as the BCL (as is the case with Shubhankar Dam) or strong work experience or both.
It is not the faculty's place to provide you remote access or ID cards. Don't misdirect your (quite legit) anger at them, but at the admin. Same thing for the PhD course. If classes are not taking place, try filing a joint official complaint against the concerned faculty by all the students. If you are claiming that no classes are taking place at all, then file a complaint to the UGC/BCI or quit the place and join somewhere better at half the cost.
Don't know about your experience, the people I know have always stated before me that it's run by the Trust, though BCI and its reps play an active role in the management.
2. Quite possible. Many of those people are not even given the designation of Assistant Professor, so they get exploited both ways.
2) Not only many Private Universities, almost each and every affiliated Colleges in India are not providing even one-fourth of UGC Scale - Many colleges are just offering Rs 20,000/- to Rs 25,000/- (For non-NET Candidates) and Rs 30,000/- to Rs 35,000/- (For NET qualified Candidates)
1) If we ask about E-library access and remote Database access, no one will support or respond to that
2) They are not even interested to provide ID Cards To the Students!
3) No classes are taking place regularly
4) PhD Course at IIULER clearly violates all the stipulated guidelines provided by UGC
Moreover, to your friends at IIULER, please ask them why they are also a part of deciving IIULER as a Public University to everyone? Every Faculty over there states to its students and Scholars that IIULER is a Public University!
1. Professor's eligibility is PhD and 10 years of teaching, not 15.
2. There are many private universities in the country who pay even to their Assistant Professors far less than the UGC prescribed minimum scale.
Moreover, how can you say that 1 Year LLM is not good? All the prominent educational hubs in the world including UK, USA, Canada and Australia only has 1 Year LLM.
Why all NLUs still have 1 Year LLM?
Why the Prestigious Indian Law Institute, Delhi has only 1 Year LLM?
Why most of the prominent Deemed to be Universities like CHRIST, Symbiosis International and Private Universities like OP Jindal only has 1 Year LLM?
Here, BCI and BCI Trust - PEARL FIRST through IIULER is just misleading and deciving!
1) Assistant Professor - LLM with UGC NET
2) Associate Professor - PhD with 8 Years of Teaching Experience + the required number of Publications (in Referred Journals, UGC CARE Listed/SCOPUS/Web of Science)
3) Professor - PhD with 15 Years of Teaching Experience + the required number of Publications (in Referred Journals, UGC CARE Listed/SCOPUS/Web of Science)
IIULER will also take candidates for Assistant Professor post who only has LLM with UGC NET. Please note that, those who are not having NET but only LLM will be considered to the post of Research Associates/Teaching Associates - They are not equivalent to Assistant Professor (both in Pay Scale and Experience)
Since IIULER is a Private University, they are having the right to offer their Scale of Pay to the Faculties (but it must not be less than the prescribed Scale of Pay by UGC from time to time) - As of the information provided in the IIULER Website, the Scale of Pay for the faculties is same as that of the minimum stipulated UGC Pay Scale
Even though IIULER is a Private University, they are NOT FREE TO SET THEIR OWN LAWS OR REQUIREMENTS. Being a Private University under Section 2(f) of the UGC Act, IIULER cannot the laws, rules and regulations enacted by the UGC for the appointment of faculties
So, the only question is What is the Logic of IIULER for barring one-year LLM candidates from teaching there? Then, why IIULER is only providing one-year LLM to the students? So, does it means that IIULER themselves are making their LLM Students INELIGIBLE FOR TEACHING!
1) There is not even a single remote database access at IIULER
2) IIULER is not owned by Bar Council of India - IIULER is owned by BCI Trust - PEARL FIRST (established in 2020) which is an INDEPENDANT and AUTONOMOUS BODY and is NOT A PART of BCI
3) Many people get confused that IIULER is a Public University - But in reality, it is just another PRIVATE UNIVERSITY established under Section 2(f) of UGC Act through the statue passed by the State Legislature of Goa (Act No.16 of 2021 by Goa State Legislature)
4) The Faculties at IIULER including the Vice-Chancellor are not approachable in nature
5) There is no Pro-Vice Chancellor, Registrar, Assistant Registrar, Controller of Examinations, Assistant Controller of Examinations, Joint Director, Director and Public Relations Officer (PRO) at IIULER
6) Even though IIULER charges the Highest Fees for LLB (Rs 12 Lakhs Per Annum including Residential Charges) and LLM (Rs 10 Lakhs Per Annum including Residential Charges), they are not providing any facility!
Moreover, Bar Council was the one who tarnishes the quality of 1 Year LLM Holders in their Regulation of 2019. In the BCI Rules of 2020, they stated that BCI will not support and allow 1 Year LLM Courses! Then why, IIULER by BCI Trust - PEARL FIRST is only offering 1 Year LLM? Where is there integrity?
Moreover, IIULER also has Teachers with one-year LLM. Ms. Aswathy Madhukumar is the perfect example. She completed LLM from Indian Law Institute (one-year LLM) and joins IIULER on February 2023. At that time, she does not completed her PhD as well! So, how she is appointed? Where is the said prohibition for one-year LLM Candidates?
In addition to this, appointment of Professors are not regulated by BCI but by UGC. If a person who is having a valid masters degree and qualified NET Examination, how can BCI prohibits their "application" for Teaching?
If BCI has any integrity, first make LLM at IIULER a 2 Year program! Without that, they are just making show-off infront of the general public that 1 Year LLM Holders are not having standard to join Teaching Profession!
So, I hope IIULER themselves are stating that their LLM Students are not eligible for Teaching!
Never fall in their Trap!
Those with LLMs with NET should only be eligible for Lecturer positions (Salary Scale 10 and 11).
