If you want to do a PhD involving law and tech, then NUJS has got the better faculty in that field right now. Though I don't know whether they will be available as a guide to you.

Three years. Your guide and the institution will prefer that even.

Could you please tell do your friends go to NALSAR university after 15 day coursework or just visit to meet guide occassionally. I just want to know is it compulsory to stay at the University during PhD even after 15 day coursework as NALSAR don't have part-time PhD
No, after coursework, you can meet the guide occasionally unless the university is paying you fellowship money.
Does either NALSAR or NUJS provide stipend to Non-JRF scholars?
Yes. NUJS provides URFs of the same amount to four-six PhD scholars every year.

Is NALSAR proctored or just Google forms like last year. I had huge doubts regarding their evaluation.
Avoid NLS, NUJS, NALSAR, NLUD for PhD. It's a sham. Better go for lower tier 1 like GNLU, NLUJ, NLIU or tier 2 like GNLU, MNLU since the advisors there are more invested in your work. Top tier NLUs don't care about their candidates.
