Thats how almost all non NLU kids get a PPO at Tier 1 firms 99% of the times. Tier 2 is easier. At Tier 1s your work needs to be good and you need to have a reference. Both are equally important.
I'm curious as to what is quality work at par with an A0? If you could describe that in detail - in terms of what are the standards of work expected?
No silly mistakes, you know your practice area (had a kid who asked the partner what is a debenture when he was asked to do something on a debenture TD), vetting the documents fr for any inconsistency between clauses instead of just checking punctuation and grammar , etc etc
