It seems more like condoling to me as he just stated it without suggesting an alternative course of action or something like that. Seems fair though, who would go to an institution with such hefty fees if he/she is able to crack top 5 in CLAT.
Although one cannot deny that CLAT is an exam curated in such a manner that inherently supports candidates from privileged backgrounds, but he twisted it because the audience is already the top 0.01%.
