It seems that we have lost our rationality and humanity and are not focusing on the real issue: Is Mumbai safe for women at night? Should offices have car pools? Should there be women-only taxis driven by women? Should there be stricter punishment against molesters?
We also have a disgustingly large and congested population with hardly any state capacity to change behaviours on a large-scale since we are rooted in backward collectivist mindsets. The only Indians who might have some value systems are those that speak polished English but that's still largely a minority and is also a generalization which still has many exceptions.
Even if you look at educated Indians living or travelling abroad, once they are in a large enough group, they start becoming noisy, inconsiderate and irritating. The only difference is that we don't have much genetic physical strength like other races to actually perpetuate real violence. Point is, this country will never change.
