When SNJPC was implemented in august 2023 in delhi, officers received the past arrears arising from this hike because it was implemented retrospectively from 2016, i.e lakhs and lakhs of arrears were received, incl salary arrears and allowance arrears.
When will the National Judicial Infrastructure Corporation come into existence, We need good Judicial Officers in the lower judiciary, not those local college guys/girls who mug up stuff and pass the exams. Systematic reforms are needed to ensure that students from top Law Schools join the judiciary.
The allowance is not much but atleast it makes sure that officers don't feel too much heat from the inflation.
Also, the third Judicial Pay Commission will be constituted in 2026, at every 10 years. just like the Central and State Commissions.
Bumping this up.
Only folks whose parents and relatives (pre 2004 joining) were in government services know how much lucrative and beneficial the old pension scheme actually is.
Definitely it puts a burden on the state exchequer but if one devotes 30-35 years of life for the service of the society and the nation he/she deserves to live in peace during the retirement.
The states were given ample opportunity, the actual pay commission recommendations came out in 2016, the state refused so the court had no choice but to force them to comply.
This is jackpot for next 5 years. But a fair warning - Dont forget inflation and development. What I want to say is no matter the Hike - pay in government will be always 40% lesser as economy progresses much much faster than bureaucratic reforms! After 10 years, officers will again be in pit, trying to climb up
Let us also recruit people with atleast ten years of experience and a considerable number of decisions to their credit. This is important for several reasons: 1) to nip much of the frivolous litigation in the bud as government is the main reason for more than half of the civil litigation in the country, 2) the level of the intolerable bossism displayed by the high courts would be kept in check, for people with experience have a sense of self-respect and would not dance to the tunes of the high court judges whose appointments are based on political clout in eighty percent of the cases, 3) the disposal rate would increase by atleast by four times and 4) the image of the institution would get the much need makeover.
Most importantly, let there be a transfer policy even for High Court judges. They should be transferred every three years like judges of trial courts. I see no reason why they deserve an exception in cases of transfer. The judges of the trial courts do not get posted in places where they practiced as the High Court feels they have contacts in that practice and would be prejudiced towards a select few. This is a laughable reason and evidences the hypocrisy of the people at the helm. Many of the high court judges practice as advocates before the same court before getting elevated as a judge of the same court. High court judges have a gala time hobnobbing with elite members of the bar and attend the functions of the noveau riche and every other rich brat in the city. the lesser written on this aspect, the much better it would be.
Now, the biggest questions to ask: 1) would people with considerable experience join the bench given the kind of amenities they get (unlike IAS officers) and the bossism high courts tend to display, and 2) why would the government invest in building in a strong judiciary as the same may weaken its say in the day to day affairs of country ?

Basic Pay will be 77'000.
This is a massive hike in salaries.

This means that the in hand salary of a fresher Civil Judge (Junior Division) will be around 1 Lac Ruppe per month, excluding perks.

If the court were to implement the entire pay commission recommendations, not just the pay hike, it would mean that the Old Pension Scheme (50% of your last drawn pay) will make a return, as of now the new pension scheme for Judicial Officers has been challenged in the Delhi HC and the Bombay HC.
IMO, this move will make judicial services even more lucrative for law students, especially those from Tier 2 NLUs.
