First of all, let be clear. This is not an NRI quota, it's a quota for Indian nationals and residents who can't make it to the merit list. Pretty much all of them are GC. So you have a chunk of GC students coming through and adding to the GCs who already dominate the merit list and EWS list. So the opportunity for SC/ST/OBC students shrinks. Also, OBC students are excluded from the OBC quota if they fall under creamy layer. So you have the following categories of students who are falling behind:

1. Non-EWS OBCs who don't clear the merit list or NRI list (they don't qualify for OBC reservation because of the creamy layer rule)

2. Non-EWS SC/STs who don't clear the merit list or NRI list of SC/ST list

In other words, a non-EWS GC is sneaking in through NRI quota, but a non-EWS SC/ST/OBC can't get in if he/she can't clear the NRI quota cut-off. But an non-EWS SC/ST/OBC is likely to have attended good school, speak English well etc. They will definitely do well with a GNLU or NUJS degree. You are hindering their ambitions. Now if you have 50% SC/ST/OBC reservation in the NRI list with a lower cut-off , that allows them a way into NLUs and solves the problem. Also improves diversity within NLUs.

How exactly does the total number of reserved category candidates shrink? That remains the same. If anything, only super rich can afford NRI quota seats. So every NRI seat that gets taken by a reserved category rich student will mean that a poorer reserved category candidate couldn't get in. That's opposite to what the reservation norms want to achieve.

but objectively, the cutoff for SC/ST seats is much lower than the NRI seats. So any SC/ST candidate should be able to avail that first. Now if there were to be SC/ST seats within NRI quota, the cutoff would be so much more lower, and lower than the ordinary SC/ST seats as well. NRI fees on average is 3-5x the usual fees. I don't think there would be anyone other than kids of mostly corrupt officers or politicians who would be interested in availing those seats. Makes no sense.

There is a fundamental flaw in the argument people are making that rich SC/ST/OBC people don’t deserve reservation. Reservation is not about economic status, but about social status. The Yadav/Dalit child of an IAS officer faces more social discrimination than the child of a Brahmin/Kshatriya/Baniya rickshaw puller. So the former deserves reservation on social grounds, despite the wealth disparity.

So a sub-quota within NRI quota for SC/ST/OBC is justified.

The solution is simple. Each NLU should have an intake of 200. 100 should be reserved for SC/ST/OBC/Muslim. No creamy layer bar. Of the remaining 100, 50 should be reserved for SC/ST/OBC/Muslim from EWS category. 25 should be reserved for Hindu GC/Christian/Sikh etc from EWS category. Remaining 25 can be open merit: any caste or community, just pure marks and nothing else. In reality, Hindu GCs will dominate the last two categories, with a handful of Christians, Sikhs and Parsis joining them. So effectively 40-50 out of 200 seats for them. That’s more than enough.

Why shouldn't all 200 of the seats be reserved? Why even consider the GC at this point, right?!
They don't deserve the universities,
Don't deserve the public employment at offices of state,
Shouldn't be able to criticize the govt for inherently flawed regulations like those of the UGC Equity 2026 rules,
HELL, THEY SHOULD EVEN GET OUT OF THE COUNTRY!
Why you may ask? Obviously it's because their ancestors did a wrong for which their whole generational bloodline will have to be considered as criminals.

When the quota systems continue to produce such beautiful thoughtful revolutionary remarks, it doesn't feel any less grueling than creating more hatred b/w the reserved and unreserved people even in the upcoming generations.

nri sponsored quotas are unconstitutional to begin with, full stop. its abolishment should be expedited and the supreme court has already made judgements to this effect pertaining to medical colleges.

anyone who thinks nri sponsored quotas should exist are deluded and anti-merit.
