Only a small number of committed ideological people, in academia or NGOs, will.
India is still a secular country. Once a refugee has arrived here, there are in no danger of persecution, so no reason to fast track their citizenship application either.
You are assuming muslims as a homogenous unit and that there is no discrimnation/persecution in between them.

This is a wrong assumption.
