I am from the GB of 2024. Sreejith sir and KL used to actually maintain academic rigour.

Sorry, I have met plenty of people from your batch as well as your seniors. Academic rigour was not something that any of them were familiar with.
Oh, come on. The university and the deans would rigorously enforce it. Whether kids (read: young adults) want to study or not- thats on them. You are in college, not school- so are free to do/not do whatever
The university on the contrary forced the faculty to compromise rigour to pass students. That's been a constant since JGLS started.

Per my understanding, this directive has come from DJ. Not CoE. DJ has an almost magical sway on VC.

Why should they? X's money is as good as Y's for them. And there is no dearth of people willing to pay for a degree.

No Indian uni has only online end sem exam.
There's no regulation by either body about the mode of exam, only the mode of classes.
The last example was about online classes, not exams. The circular was also aimed at that. As you said, nothing of the sort mentioned in the rules.

Attendance also relaxed- means theoretically its a correspondence degree as I can do my exams online and don't go for classes
