The main point you need to consider is your research topic. Since you would be working on it for the next 3-5 years. So make sure it's a passion project that will not only help in future publications but also make you a somewhat expert in it.
Coming to your PhD and masters. It's not necessary to do a PhD in the same specialisation that you did your masters in. One of my friends has a corporate law LLM and did his PhD in tribal relations, another had a LLM in Human Rights and did their PhD in environment law. What matters I where do you see your acadmic career in ? As in which area do you want to be a specialist in, decide your topic accordingly.
Having said that, majority of top NLUs, Jindal, JNU etc accomodate any topic in law. As long as you justify your proposal. My suggestion is to go through the faculty pages and find out which universities have a family law specialist. You need to check their publications first, then their PhD and LLM background. Especially their recent publications.
My suggestion is to apply at JNU centre for Law and Governance. It only accepts JRF candidates. The fees is negligible. JRF stipend immediately starts once enrolled. It has prestige. Public laws or Family law is definitely accepted there.

It makes no difference which specialisation you do LLM. To become academic, Family law as good area of specialisation as corporate law or IPR.
