When I was at NLUJAA, the then VC VK Ahuja took IPR classes for both UG and PG. It was a treat since he was an expert.
Administrative responsibility is secondary. VCs and registrar should take classes.
Very few professor who become vc are able to take classes. In NLU everything hinges upon VC, it is difficult for them to take classes due to paucity of time.
