The Supreme Court of India is not supposed to be a research institute or a think tank.
Then you'd have a dollar or two. The question is whether the Supreme Court should be engaging in work "outside of mere doctrinal law".

The Supreme Court is not a monolith. There are multiple ways in which the court is divided. Judges, the ones whose constitutional job it is to write judgments, are hardly the ones writing these reports.
