"University undertakes construction and refurbishment"
Even if you were a blind person, for example, who might need to be taught an alternative route by means of orientation and mobility (or what is called O&M), and, in the absence of that/prior to that being arranged, you were to be given a sighted guide (what some western universities call a "support worker") to manage the new pathway, this wouldn't seem to be very big news. Now if the uni were to say "Hey blind guy, fuck yourself; ain't no money, we can't support you in learning the new pathway you'd have to navigate due to OAB closure"... now that would be a big splash, and we'd need Kian getting involved.
