But trust the Brits to be super smart: the scholarship runs for three years till 2029 and will then be up for renewal. Why did the Brits choose 2029 as the renewal due date? 🤣🤣🤣

these are not 'extra' chevening, although the UK govt says that it increases the number of scholarships what they have done is creative accounting, if you read the actual numbers it has only increased by 3, which means that UP govt is basically paying for 2 seats in total
although kudos where it is due, by having govt participation in the selection process UP govt will be able to sway 5 seats, but paying for only 2.5, this is far better outcome than Jahrakhand govt which pays for overseas scholarships but the process does not have the chevening stamp
