Find a good tailor. Pick out high quality fabric (for your budget, the higher end Raymond stuff). Get out of the readymade game.

This will work out cheaper over the long run, and of course, better quality.

1.5 lakh is too less, but perhaps you can go for a second-hand watch. Please don't buy Seiko that is terrible advice. Seiko is a Japanese brand, only Swiss brands have prestige.
Seiko’s engineering has been far more superior lately. Spring drive laps every Swiss movement. Even their lesser priced models offer far more value than any other Swiss brand.
The issue is not quality but prestige. Swiss watches have more prestige, just as Scotch whisky has more prestige than Japanese whisky.
β€˜prestige’ is surely not your main priority in that budget range. Also the Swiss brands which fall under that budget range are basically owned by the Swatch group and have truly blown their prestige by using generic mass produced (with a lot of plastic) movements.
Don't forget the Rupa baniyan, and Lux underwear.
What should be the minimum percentage of wool and what should be the other fabric ( polyster , cotton, linen ) and of which company if you can throw light.
30 would be a minimum. You can go higher if you live in a city with cold winters.

I can't help you with companies for fabrics as my tailor sources them and I never ask about brands.
If well tailored then does not matter. No one is going to ask you to show the label. Be confident in your ability as a lawywr and not what you wear.
Go to the Collective Store - they have RL and Hackett. If you want something of similar league then there is Brooks Brothers. Set aside some amount for grooming. it will complete the look

presage is indeed common, and it may not carry the prestige associated with swiss brands . But it does not mean it is not respected for the quality (given the price bracket). Better than wearing an apple watch or worse an overpriced quartz watch from a designer brand.
